Session 3
New Finance:
Finance and Global Partnerships AI Will Drive
Artificial intelligence(Al) is transforming research and development across the biohealth sector,
driving gains in R&D productivity and the likelihood of success.
Translating these advances into real outcomes, however, requires more high-quality data, reduced Al bias,
faster convergent research across nations and institutions, shared ethical guidelines,
and clear strategies for applying Al to global public health.
Al-driven biohealth innovation is marked by high uncertainty in its early stages,
large upfront investment, long payback periods, and public-good characteristics such as
shared research infrastructure and data platforms.
As a result, individual corporate investment or traditional finance alone cannot secure sufficient funding.
New Finance is a funding strategy that addresses this gap,
encompassing Innovative Financing—a financial approach that meets large-scale,
long-horizon, public-good-type investment needs beyond the reach of any single nation or entity.
Accordingly, this session examines how the public and private sectors can jointly mobilize the capital required
for Al-driven biohealth innovation through New Finance.
The discussion opens with aligning national Al-driven biohealth policies with country-specific R&D platforms and global convergent research.
It then turns to public-private partnership(PPP) models for closing the global biohealth gap and sharing risk,
global open innovation enabled through New Finance,
and directions for building a global investment ecosystem that accelerates the market entry and scale-up of innovative technologies.
The session will share cases of New Finance in practice from global research institutions,
international organizations, investment firms, and industry,
with the aim of establishing a sustainable New Finance framework—together with its constituent public-private partnership
model—for biohealth innovation in the Al era.
